From 1 November 2026, a Montenegro visa will be required for citizens of Türkiye, Russia, Belarus, China and Saudi Arabia. The Government of Montenegro adopted the change on 23 July 2026 as part of aligning its visa policy with the European Union, a requirement of the EU accession process.
Until 31 October 2026, the current visa-free rules still apply (currently up to 30 days for Turkish citizens).
For agencies planning groups, incentives or events in Montenegro after that date, the visa step now needs to be part of the timeline from the start.
Who is affected
The requirement applies to holders of ordinary passports from:
- Türkiye
- Russia
- Belarus
- China
- Saudi Arabia
Foreign nationals who already hold a valid Montenegrin residence permit remain exempt from the tourist visa requirement.
Where to apply
Applications are no longer limited to Montenegrin embassies and consulates. Travellers can also apply through VFS Global visa application centres, which are already operating in Türkiye and Russia, with more locations planned. Montenegro is also building an electronic visa system, which is expected to allow online applications in the future.
What this means for group travel
For groups, the practical change is timing. Programmes that previously needed only passports and flights now need a visa window built in before confirmation. We recommend that agencies:
- Check the nationality mix of each group early, not at rooming-list stage.
- Allow time for applications before final payments and ticketing.
- Confirm current requirements with the official source before each departure, as details may still be updated.
